TOKAI is used by a number of 60 ANSPs as the main tool for reporting, investigating and sharing safety information. Key users like DFS, ENAV, Belgocontrol, NATS, DSNA and even Thailand and Singapore since July 2018. Also, U.S. FAA is partnering with European ANSPs and Eurocontrol in supporting the safety reporting and investigation via eTOKAI.
EMCIP is a platform for analysis and reporting of maritime safety incidents.
The EMCIP (European Marine Casualty Information Platform) database is structured to enable the storage and processing of ship casualty related data, as well as data relating to occupational accidents. The database is populated by the national competent authorities of the Member States acting as data providers, who are supported by the system itself in their notifying, reporting and searching tasks, as well as in their preparatory work for conducting safety investigations. EMSA manages the system and accepts the communicated data before they are finally stored.
Installed at EMSA HQ in Lisbon, EMCIP platform is used by more than 20 other units as to report, store and investigate ship casualties.
ASMT is a high-performance monitoring and replaying tool used to detect, collect and analyze safety events.
Automatic Safety Monitoring Tool is an air traffic monitoring tool designed to accomplish multiple objectives in the complex field of Air Safety Management, such as: detection of safety events (e.g. SMI, TCAS, STCA), detection of problems with equipment or radar data and comprehensive statistical analysis of collected safety occurrences. It can be connected to the operational LANs, where it records traffic and emphasizes safety while providing users with information to fine tune their internal tools and equipment and it provides powerful replay capabilities as the user can go back in time and visualize recorded tracks and events with ease.
Deployed in more than 12 European ANSPs, amongst which ANS-Czech Republic, CROCONTROL, LPS Slovakia, NAV-Portugal, ASMT aims to extend its horizons even more to support the Global Safety Management System.
APF is a high tech management instrument conceived to assist decision-making within an Organisation.
APF (Aerospace Performance Factors) leverages the concept of taking multiple streams of operational data, ideally system performance or safety data and create a graphical “translation tool” for the safety managers. It uses powerful data mining techniques in order to translate the organization mind-map into dynamic data cubes, with unlimited facts and dimension. There are multiple directions available to search for performance data and the scenario analysis or variant analysis is the representation of the presumed variation of the APF index for a number of future time intervals.

A strategic partnership was established between INDRA Sistemas and JLG that will take the tool to higher levels. Among capabilities are simulated trajectories, flight plans and airspace changes implementation.

Naviair started using TOKAI in 2016. TOKAI is used as/for:

Since 2014 the DFS (Deutsche Flugsicherung GmbH) has successfully implemented and incorporated the application of TOKAI with the help of JLG and EUROCONTROL mainly in the scope of the „occurrence investigation process“. The TOKAI module of data gathering, RAT and report generator are used on a daily basis and for the purpose of satisfying the needs of investigators and corporate safety management. In addition DFS has expanded the use of TOKAI in course of complying with the Framework of the regulation (EU) 376/2014 in combination with the implementing rule (EU) 2015/1018. Currently, DFS is using the TOKAI web interface to exchange event and occurrence data with DFS based daily log system. TOKAI is subject of continuous enhancements that are determined by the “Safety Management User Group and Change Control Board” (SMTUG/CCB) according to the agreed terms of references. With the distinguished excellent support of the TOKAI developer JLG and EUROCONTROL, required improvement-solutions are provided and software-based problems are always resolved. Considering the vast capabilities, the utilization of TOKAI pursues and strives to suit the needs in the ANSP environment.

Eurocontrol, Maastricht Upper Area Control (MUAC) Centre has been using TOKAI for the past 3 years for reporting safety occurrences to the relevant National Supervisory Authorities. TOKAI has a user friendly HMI which can be adapted easily to the customer’s needs. The ability to design your own occurrence reports brings real added value to the tool. The local installation at MUAC went very smooth, and consecutive software updates are performed remotely and very quickly. JLG has a professional team of software developers where any problems and/or questions are dealt with effectively and efficiently.
